Marc Norman is a Dubai-based lawyer at US law firm Covington & Burling LLP. His practice focuses on project development and finance transactions, regulatory and public policy advisory, as well as corporate governance and compliance advisory.
Mr. Norman has particular expertise in distributed generation and corporate PPA transactions, having advising several different developers on developing and financing distributed generation solar photovoltaic projects involving commercial and industrial power purchasers in the United Arab Emirates, Jordan, Saudi Arabia, and in East Africa.
Mr. Norman recently advised Adenium Energy Capital on the development and financing of a 15 megawatt captive solar power project in Jordan, for the provision of electricity to a cement factory owned by LafargeHolcim. This was the first “corporate PPA” transaction in the Middle East to be financed on a limited recourse basis.
Legal 500 EMEA (Energy and Infrastructure in the UAE) recognized Mr. Norman in 2016 for his “responsiveness and drive;” and, in 2017, named him a “Next Generation Lawyer.” Chambers and Partners (Projects & Energy - Middle East-wide) recognized Mr. Norman in 2019 as "a good, up-and-coming lawyer."
